    Summary

    The purpose of this Request for Supply Arrangement (RFSA) is to establish a list of pre-qualified vessels and vessel charters capable of performing at-sea projects / missions as they relate to different ocean science operations (e.g. oceanography, marine mammal studies, hydrography, etc.) and fisheries science (e.g., stock assessment, biodiversity, habitat management, etc.). The projects / missions at-sea will vary in requirements as they relate to different ocean and fishery operations. The requirements for vessel and vessel charters will also vary depending on the location of the projects / mission(s) (e.g. Atlantic, Pacific, Inland and Arctic regions) including both near-shore and offshore missions within Canadian waters as the need arises.

    The Pacific Pilotage Authority Canada provides marine pilotage services as mandated by the Pilotage Act (Canada) and its associated regulations. The Pacific Pilotage Authority Canada (PPA) is a federal Crown corporation with a mandate to provide a safe and efficient pilotage service as mandated by the Pilotage Act (Canada) and its associated regulations. These pilotage services are provided in all coastal waters on the west coast of Canada from the Washington State border in the south to the Alaskan border in the north including the waters of the Fraser River.
    Pilotage services are provided by a licensed pilot on board vessels over 350 gross tonnage. Pilots are embarked on such vessels at 5 of the Authority’s pilot stations: Sand Heads, Brotchie Ledge, Triple Island, Cape Beale and Pine Island. The first four pilot stations are serviced by pilot launches owned and operated by the Authority’s launches while the last station, Pine Island, is serviced by a contractor.
    The PPA currently owns a fleet of six pilot launches ranging in length overall from 19 to 22.5 meters. The PPA is currently seeking proposals from Proponents interested in providing a new pilot launch vessel to PPA meeting the technical requirements included in this RFP. The PPA would like to begin a fleet renewal program in which one vessel is purchased every five years and would like to use a consistent design for future vessels if possible.
    The successful proponent will be responsible for all aspects of design, construction and delivery of the new launch vessel including all necessary regulatory approvals as applicable in Canada

    The Royal Canadian Mounted Police (RCMP) has a requirement for the design, construction, tests, trials and delivery of three new NG-PCPV and associated spares to replace the current patrol vessels in Nanaimo, BC. The NG-PCPVs will be operated by Royal Canadian Mounted police (RCMP) West Coast Marine Services (WCMS). The NG-PCPVs will provide the RCMP with the capability to manage future policing operations on the West Coast of Canada.

    This requirement includes provision of a vessel and crew, as well as handling of permits to complete scientific longline survey in the Canadian Waters of Cumberland Sound, Nunavut Canada (NU) for Fisheries and Oceans Canada (DFO), Arctic Region, Arctic Fisheries and Marine Mammal Science Division. Up to five (5) DFO Arctic Region Science staff will be onboard the vessel to complete science operations.
